Premium Rates are Changing for 2025-2026

ASEBP understands the pressures on Alberta’s publicly funded K-12 education sector and acknowledges that we are living in a time of economic and political uncertainty. You can rest assured knowing you can lean on your health benefits to support you through these challenging times. ASEBP is constantly striving to provide value and make balanced decisions about plan benefits and the cost of investing in the current and future needs of covered members. 

Premium rates are changing 

Effective September 1, 2025, covered members who pay their own premium rate and those on the MyRetiree Plan will see an increase for the 2025-2026 benefit year. ASEBP reviews the costs of plans and rates annually to ensure that the plan offers comprehensive coverage at a competitive price in the insurance industry.  

If you pay your own ASEBP premiums, you will receive a premium notice for 2025-2026 in late-June on My ASEBP. To view the notice, visit the Documents tab and select Benefit Premiums.  

Important to note: Mail communications are currently being disrupted due to the Canada Post strike. Register for My ASEBP to receive electronic communications from ASEBP to ensure you receive your premium notice on time.  

 

Why is my premium rate going up? 

As a not-for-profit organization, rate increases are not implemented to increase profits but to offset the costs between the premiums collected and the actual claim costs. Factors affecting 2025-2026 premium rates include: 

  • Extended Health Care utilization increases associated with growing prevalence of chronic conditions and new prescription drugs.   

  • Inflation, particularly on prescription medication prices and dental services.

ASEBP is committed to limiting future increases and continues to work towards balancing meeting the needs of covered members and ensuring the plan's sustainability.

How ASEBP contains premium rates 

ASEBP has put in place cost containment measures, including: 

  • A Sick Leave Support program to support covered members through return to work. 

  • ASEBP Trustees have approved select benefit plan items that will not increase premium rates. 

  • Working in close partnership with Alberta Blue Cross to manage drug expenditures.   

  • Routinely reviewing claims for accuracy while implementing measures to prevent and detect inappropriate and unusual claims to prevent fraud and abuse of benefits.    

  • Expanding the generic substitution policy for prescription drugs to manage the rising costs of drugs due to inflation. 

 

MyRetiree Plan premium rate   

ASEBP is here to support members through this challenging time and has implemented changes to the MyRetiree Plan based on member feedback:  

  • On January 1, 2025, ASEBP removed the stability clause and age 85 limitation from the emergency travel benefit. This means retirees of all ages can now travel confidently, knowing they are covered when unexpected medical emergencies arise—without the need to navigate restrictions based on age or health status. 

  • On July 1, 2025, ASEBP is making thoughtful changes to the MyRetiree plan enrolment and termination policies: 

  1. Shortened commitment periods: Enhanced plans will shift from a two-year to a one-year commitment, giving covered members more flexibility to adjust coverage as their health and lifestyle needs change. 
  2. Balanced re-enrolment policy: If covered members need to leave their enhanced plans early, they will no longer face indefinite ineligibility. Instead, a one-year waiting period will apply, offering a clear path back to coverage while protecting the integrity of the plan.  
  3. Dental plan integrity maintained: Our dental policies remain unchanged to prevent anti-selection, as these benefits are predictable and widely used on a 12-month cycle. 

These changes reflect our ongoing commitment to evolve with your needs. ASEBP aims to offer even greater value for your premium dollar, ensuring the MyRetiree Plan continues to support you at every stage of retirement. 

The new plan changes for MyRetiree Plan, Core coverage, will include: 

  • 1% increase for Extended Heath Care plans for those under 65. 

  • 1% increase for Extended Heath Care plans for those over 65. 

  • 1% increase for Dental plan. 

The new plan changes for MyRetiree Plan, Enhanced coverage, will include: 

  • 6.5% increase for Extended Heath Care plans for those under 65. 

  • 4% increase for Extended Heath Care plans for those over 65. 

  • 4% increase for Dental plan.

With the current economic climate, ASEBP understands the importance of having the tools to budget and prepare for changes. Retired covered members can estimate their premium rates before premium notices become available in late-June using the Get a Quote calculator on the MyRetiree Plan website
