On September 1, 2026, premium rates are changing for the 2026-2027 benefit year.

ASEBP MyRetiree Plan members and other covered members who pay their own premium rates will receive a premium notice for 2026-2027 by mid-June on My ASEBP, or by mail by mid-July.

Retired covered members can estimate their premium rates now before premium notices become available using the Get a Quote calculator.

ASEBP is a committed partner in promoting, protecting, improving, and sustaining the health of covered members and their dependants, and has also implemented changes to the Plan based on member feedback.

Plan updates

On January 1, 2026, ASEBP added broader access to mental health support and more flexible and affordable Life and Accidental Death and Dismemberment insurance options.

  • Registered Social Workers (RSWs) have been added as eligible providers under ASEBP’s psychology and counselling coverage, with up to $120 per treatment covered. Adding RSWs expands options for covered members, making it easier to find qualified mental health support—especially in rural areas where psychologists may be less available.
  • A new flat $25,000 Life and AD&D insurance option is now available for members under 65. The new $25,000 flat-rate option provides access to members who were previously ineligible, offers a more affordable alternative for those who don’t need higher coverage amounts, and allows covered members to choose the level of coverage that best fits their needs and budget.

ASEBP Trustees have also approved the following changes that will come into effect on January 1, 2027:

  • Increased per-visit maximums for paramedical coverage: the new maximums for each type of service will be:
    • $72 per-visit maximum for acupuncture;
    • $55 per-visit maximum for chiropractic treatment;
    • $82 per-visit maximum for massage therapy;
    • $82 per-visit maximum for physiotherapy;
    • and $70 per-visit maximum for nonsurgical podiatry treatment.
  • A new Allied Health paramedical category: for Group Plans and Enhanced MyRetiree Plans, with a $500 annual combined maximum to cover the following providers with the following per-visit maximums:
    • $135 per-visit maximum for Osteopaths
    • $144 per-visit maximum for Speech Therapists
    • $171 per-visit maximum for Occupational Therapists
    • $162 per-visit maximum for Dietitians$135 per-visit maximum for Audiologists
    • $70 per-visit maximum for Naturopaths
    • and $113 per-visit maximum for Athletic Therapists
  • Removing the annual maximum for fertility medication
  • Additional dental benefits through the Oral Health Exception program: to provide additional dental benefits to covered members and dependants diagnosed with cancer, and overage dependants with permanent physical and/or mental disabilities.

Additional details about these changes will be available in Fall 2026.

These changes reflect ASEBP’s ongoing commitment to evolve with the needs of covered members. ASEBP aims to offer even greater value for your premium dollar, ensuring the Plan continues to support members at every stage of their career and retirement.

ASEBP is exploring how Bill 11, the Health Statues Amendment Act, will impact ASEBP’s MyRetiree Plan for covered members over 65 years of age who live in Alberta. The Government of Alberta is expected to announce the Bill 11 launch date in the coming weeks, and more information will be shared with impacted covered members as it becomes available.

Why are premium rates increasing?

ASEBP operates as a not-for-profit organization, and rate increases are not implemented to increase profits but to offset the costs between the premiums collected and the actual claim costs. All premiums are used to support the plan. Rates do not include any kind of surcharge or additional costs.

ASEBP reviews the costs of plans annually to ensure that the plan offers comprehensive coverage at a competitive price in the insurance industry.

As ASEBP continues to face increased costs, particularly on prescription medication prices, and increased use of paramedical services such as psychology, massage, and physiotherapy, ASEBP has increased 2026-27 premiums in order to maintain a balance between premiums collected and actual claim costs.

How does ASEBP limit increases?

ASEBP works to limit premium rate increases and has put the following cost containment measures in place:

  • A Sick Leave Support program to support employed covered members through quicker recoveries from the cause of their sick leave.
  • ASEBP’s Therapeutic Alternative Referencing Pricing (TARP) program encourages cost-effective prescribing, identifying preferred drugs, for four common medical conditions (stomach acidity, high blood pressure, non-narcotic pain/inflammation management, migraines).
  • ASEBP works in close partnership with Alberta Blue Cross (ASEBP’s third-party adjudicator) to manage drug expenditures.
  • Routinely reviewing claims for accuracy while implementing measures to prevent and detect inappropriate and unusual claims to prevent fraud and abuse of benefits.
  • Expanding the generic substitution policy for prescription drugs to manage the rising costs of drugs due to inflation.
